Save list as template access denied

Is all the permissions to include in the Design permission level necessary for this to work? I do not want to give the end users all permissions in the Design group. The "Save as site template" option is available and it begins working but then I receive the screenshot below: As mentioned If I click request access I receive the email but clicking approve does nothing and I continue to receive the error.
