No context for what these buildings do is provided, and each upgrade is just and incremental percentage increase to speed up some timer.
Pay up, or wait the five minutes for it to finish. The art assets are the only thing that made the jump. Higher players should not be able to pick on much lower lvl players. Maybe create some sort of penalty if you attack someone more than 5 lvl's below you? If said player hasn't logged into the game in a week or two, than no penalty. Also, this is war game and there are too many Alliances made which make game boring.
